Raised in Valenar as the child of the union between a Human mother, presumably from Cyre and lost to the Mourning, and his elven father.
Belrack was raised by the Valenar elves, always an outsider due to his mixed parentage, but was given many opportunities to prove his capabilities despite his heritage. Shortly after he reached his 25th birthday, after having proven himself as a capable saboteur working with his Valenar brethren to disrupt lines of trade and communication he was approached by a group who called themselves the Elven Prosperity Agency. The EPA offered Belrack a chance to prove his dedication to the elven side of his heritage and sent him on assassination and sabotage missions throughout the myriad battlefields of the Last War.
