With the end of Chapter 23 the island of Isla Mogrova is liberated and placed under the command of Torion and the members of the party who wish to have a stake in it's development.
The following decisions have been made;
- Torion is the ruler of the Kingdom of Isla Mogrova (This provides his choice of a bonus to either Loyalty, Stability or Economy based on his Charisma #)
- Centerleft will become the kingdom's General (This provides his strength bonus (+4) to Stability)
- Thrash will become the kingdom's Royal Assassin (Increase Loyalty by a value equal to the Royal Assassin’s Strength (+3) or Dexterity modifier (+4). Fear inspired by the Royal Assassin reduces Unrest by 1 during each Upkeep phase.)
- Tarius will be either the High Magister (Increase Economy by a value equal to the Magister’s Intelligence (+8)), or High Priest (Increase Stability by a value equal to the High Priest’s Wisdom (+7))
- The Capital city will be Cliffton and will occupy 0407 on the west coast, 10 miles south of Cliffwatch Manor, the Parliament Hill of the Island.
Breland's Contribution
As stated above, certain decisions will determine what buildings Breland contributes, but there is going to be a standard start-up package given to the city.
- The city will start with a Granary (Loyalty +1, Stability +1), 2 Houses (Unrest -1x2), and an Inn (City base value +500 gp; Economy +1, Loyalty +1) and 30 build points.
- There will be a barracks; Devilfish Garrison on the east Beach, 1909 which houses Brelish Troops posted to the island. (Defense Modifier +2, Unrest -1)
- Will convert the land directly outside the town, 0507 into farmland. (-2 Consumption)
- House Vadalis will rebuild and restaff Vadalis Jurassic Park
Decisions Outstanding
- Initial Priority for Development: This determines what free buildings Breland gives to Cliffton. Torion wants Agriculture and Gathering to be the first priority, this will results in a couple of farmland hexes and a lumbermill.
- Secondary Industry: This determines a special building which will be provided. Torion voted weapon production, which will result in a Smith (Economy +1, Stability +1) and a skilled craftsman (Masterwork Items).
- Religion: Decides the Kingdom's dominant religion and what temple will be established, if any. Torion chose Any, which will result in a single non-denominational shrine. (1 minor item; Loyalty +1; Unrest –1)
- Alignment: This will largely be decided by the handling of the prisoners and a general idea of how the island is run. Torion opted for allowing the Lungtai POW's to be allowed to live and work on the island if cooperative, and if not ship back to Breland to be imprisoned. (LG)

- Edicts: What edicts will be in place, For Promotion, Taxation and Festivals.
- Build Points: What to spend the build points on?
- Donate Build Points: For every 4000gp donated to the town treasury you up the build points by 1. Decide how much of the war loot will go towards that cause. Petty warstock taken by Brelish troops and not personally looted by players has already been counted for in the 30 BP the kingdom begins with.
